What are these white patches on the side of my foot that turn white when wet?

Hi, I've had these white patches on the side of my foot that turn white when wet. They are not sore or itchy and do not react to any treatment from fungal creams. I think it may have started when I used foot files and blades to remove hard skin from heel of foot. Could this be scar tissue as sometimes I did cut too deep?

attn doctors and those that may reply... this is NOT a callous and its NOT a corn... its a patch of skin that when dry looks normal... maybe a slighthttp://www.medhelp.org/posts/Dermatology/What-are-these-white-patches-on-the-side-of-my-foot-that-turn-white-when-wet/show/2080765?personal_page_id=4402099# red but 3 minutes in the water and it looks like the skin is dead in that area it turns paper white swells up and looks like you have been in the water for 8 hours. you get out of the water and 10 minutes later its normal again.
