Weird poppable bumps on penis?

I am 16 years old, and I have had small goosebump like bumps on the underside of my penis and scrotum for a long time. For a while, I thought they were fordyce spots, and nothing to worry about. But lately I have noticed that they seem to pop after putting pressure on them, which is very weird. They have begun to form around my foreskin, yet cause no pain unless I pop them, and after popping them they have a slight pain for a solid half an hour.  

I have had fear that they are Genital Warts even though they look nothing like the pictures online, and I have checked around, and they look like nothing but fordyce spots.

Some have raised up and have a slight red color, granted these are the ones I have popped numerous times. I am super scared these might be something, even though I am still a virgin and have had no sexual contact.

Any thoughts?
