What is this red rash / inflammed follicles on one of my legs?

Initially it started to itch me heavily, and nothing much could be seen on the skin except slight redness. I scratched it, but scratching only made it worse. So I imade it a point not to scratch no matter what.

I began applying E45 cream to it, Cicalfate, and hydrocortisone. Not all at the same time, but tried all of them. Cicalfate seemed to help most, hydrocortisone would burn and make it super itchy.

Then it wasn’t improving much, so I shaved the area. Realised I hadn’t shaved enough and there was a smaller patch above the big one, so I shaved higher.

Seems to be getting better and a lot less itchy now, but even after 3 weeks and a half it’s still there (even though it looks much better), and I still get the random, slight itch. If I ignore the itch, it tends to go away, if I scratch it, it gets worse.

Nowadays I don’t use any cream - applying creams just seems to make it worse.

Is this folliculitis? Something else? Is it healing?
