clear fluid filled bumps all over body, non itching - i have no idea what this is, have had it most of my life

I have these clear fluid filled bumps on my body. i get them mostly on my hands and neck and on my leg directly above the knee. i noticed them when i was a teenager. i though it was from using sun tan oil, but even not using them i get them. i usually get them in clusters, right now i have a cluster on my arm (at the spot where most get tatoos) one on my right elbow, one in the middle of my back, two fingers and thumb on my left hand and same on my right. i can always tell on my hands when they are forming. for a while when i was a teenager i didnt wash the dishes, thought it was from the detergent. seems to be its just natural for my body to get these. the ones around my neck are usually due to wearing necklaces (so i think). i am allergic to nickel and have found some sterling to contain this so i just stick to gold. this is the first summer that i have broke out at my neck wearing gold. i have read up on Pomphoyx and they all read to say that you get them on your hands and feet only and that they are red and itchy. mine arent itchy and i get them all over! i am a sun hog so i wonder if this is a type of heat rash? are the chemicals in the pool or in the oil doing this? some one Please Help me! I had a friend that experienced something similar to this. She told me they were "sweat blisters" that formed when it was hot and she would sweat a lot. I do not know if this is the same as yours because these bumps were really small.
