It can be due to contact dermatitis, dermatitis skin or eczema patch or atopic dermatitis. Atopic dermatitis is an inflammatory, chronically relapsing, non-contagious skin disorder. I suggest you to get it examined from a dermatologist to confirm the diagnosis.
Till then try lubricating the skin frequently, avoiding harsh soaps and cleansers, preventing scratching or rubbing whenever possible, protecting skin from excessive moisture, irritants, and rough clothing, maintaining a cool, stable temperature and consistent humidity levels and limiting exposure to dust.

Thanks for the query. Looks like your daughter is suffering from erythema, it could be because of contact to an allergen. Local steroidal application of ointment can help. If it doesnt go away a skin biopsy will clinch the diagnosis.
