I used this on my penis head for 1 week and its been 1 week since I finished it, is it ok if I use it again? I read that is has certain side effects?

I used it for 4 -5 weeks on and off and it damaged my penis head ad foreskin.  Made it thin and weak. So no don't use it. Thankfully I've been told the skin will return to normal and regain it's  thickness. If I could go back I wouldn't of used it at all.

Hydrocortisone is a steroid cream  and if you have been using steroid cream for such a long time, then please do not use it as it can cause side effects like thinning of skin and increased fragility.
