pimple? boil? on scalp. (Treatment recommendation)

I have pimple/boil on my scalp, They are red, swollen and if touched there's minor pain some of them gets whitehead as well. Last year I tried to treat it by shaving my head and applying Neutrogena acne cream. The redness and the swollen did calm down but it never went away completely. Is the only option that I have is to visit a dermatologist? I try to avoid it since I do not have health insurance and due to my financial status but if that's the only option I would visit one. I wash my hair twice a day once morning once night.
