white spot
Here another pic, of a white raised spot surrounded by red skin.
It almost looks to me like a hive but don't take that as a diagnosis. I am not a doctor so I suggest you go to one while you have an active inflammation.
I urge you to see a doctor especially if you notice any other oddities with your body.

It looks like erythema multiforme. It is a common disorder, with peak incidence in the second and third decades of life.It has a central lesion surrounded by pale red rings, also called a "target", "iris", or "bulls-eye".Do you have any itching or pain?
Diagnosis can only be confirmed after examination and skin biopsy.Pls consult a dermatologist for that.
