Exposure to HIV

Hi! I am Brazilian. I met a guy and I had sex with him only after making him test for HIV. He did and got a negative 4th generation ELISA. He lied to me about his last exposure so I thought he was out of the window period. Anyway, my risks were oral sex twice (I put his penis in my mouth) without ejaculation AND unfortunately while I was penetrating him my condom broke and I realized it right away - so I took my penis out of his anus after 20 about seconds.
That accidental anal sex was on October 17th 2009 and the last (and the second one) oral I gave him was on October 24th 2009.
He got sick and seroconverted by October 28th - as I told you, he had lied to me about his risks and later he told me the truth (he had got full ejaculation in his mouth from a guy of unknow status around September 10th 2009. Well, at least that was his side of the story.
I am very obsessive about HIV so I have never put myself into any real risky situations in the past. Even so, to make sure he did not get this virus from me, I got a 4th generation ELISA on October 29th along with a PCR and both came negative. So, that was 12 days after anal sex accident and 4 days after oral sex without ejaculation.
Here in Brazil, as you might know, we have a great HIV/AIDS program. In reference centers down here they offer two rapid tests at the same time when someone seek for testing. So, on December 17th I got two of these government approved rapid tests and both came negative (that was after 61 days from anal episode and 54 days after last oral). Then, on January 7th, I got these same two rapid tests again and both came back negative (that was 82 days or 11 weeks and 5 days after anal episode and 74 days or 10 weeks and 4 days after last oral). Health staff at the testing center said I did not need any further testing.
Do you think I am OK regarding my risks? Are rapid tests OK for you?
What about the PCR I took? Too early?
I would appreciate your help so much.

I am sorry I have not answered your question a bit sooner.
You have certainly been very lucky not to have become infected after the insertive anal intercourse when the condom broke, but obviously most of the intercourse was protected and the active partner is always at less risk than the passive one.
I agree with the doctors in Brazil.  You are definitely negative and you do not need any further testing.  The PCR test that you had is highly reliable already after 7-10 days, even though not fully conclusive. The instant rapid test are very good tests, totally reliable and conclusive at those periods of time.
