On CDC's website you can find its low risk, but not zero. I think it is the same situation as for condoms. They are 100% protection when using correctly. If not, it is not 100%. When we talk about oral sex, it is risky when there is an open sore, cuts. If not, it is okay. But that is just my opinion.
