Relapse after Harvoni 12wk treatment; viral count increase from 1.3-11mln!

My father has just done his HCV blood tests which showed an increase of the virus cell count from 1.3 mln before the Harvoni 12 week treatment to 11 mln! Not only Harvoni has failed to cure him (virus mutated and became resistant to Sofosbuvir and Daclatasvir/Ledipasvir) but it seems like it increased his virus cell count more than 10 times! How is this possible?
His liver indicators are close to norm, which is incredibly strange.
We are desperately looking for advice, indication of the reasons behind this and what to do next.... He is only 60 years old. He's had the HCV for more than 15 years, being infected by a public hospital in Poland due to insufficient sterilisation of hospitals at the time.

Hi I am so sorry to hear this.  It is heartbreaking when a medication doesn't work.  I had that problem once. The viral load can go up and down.  When I relapsed, it went from 0 to 4M in less than 5 or 6 weeks.  
Did they test your Dad for resistance or did they assume?  There is a new drug just approved in June, Here is a link.  Again, I'm so sorry.  I'm hoping others will come a long, it has been a bit slow, I think due to summer vacations. Dee
