HSV1 Question

6 weeks ago I made out with a girl.  A week later my lips became irritated and dried excessively and remain slightly red.  I had a doctor exam them 10 days after the incident and did not notice any herpes but saw excessive irritation.  She gave me Valtrex just in case something popped up.  I panicked and took 2 Gm the next day and 3 gm (2 doses) the day after that.  A few days later I had an IGM and IGG test that both came out negative for HSV1 and HSV2.

2 week ago (4 weeks after the incident) the top and bottom part of my right lips in the corner began to tingle and throb.  After a day I took 2 Gm of Valtrex one day then 2 Gm the next.  The throbbing went down a little bit but began again the next week.  I panicked and took another 2 Gm.  I the doctor again this week, pointed out the throbbing and she said she did not see signs of herpes.  Over the 1 week - 2 week, there are 3-5 extremely small very light red spots at the base of the right lip and the bottom right area is slightly whiter and slightly more sensitive then the rest of my mouth.  It also is much more wrinkled after the shower or when it's wet.  The overall irritation on my lips continues (5 weeks) and the right part continues to tingle (2 weeks).

1. Do you think this is HSV1 and the doctor isn't catching it?
2.  It's been 6 six weeks and the area has not broken open, scabbed, or became an overly apparent blister (to one dermatologist, even though it looks slightly blisterish to me).  Could the periodic doses of Valtrex be throwing off normal signs of HSV1?

No, this does not sound like typical symptoms of someone with new herpes (new because your last test was negative for both types).  I would recommend that you stop taking Valtrex at this time.  You could be masking symptoms, and could be alterating results of any antibody testing you might do in the near future.  If you break out with significant water blisters or symptoms that are remarkable, go back in and let your doctor have a look.  To me, your symptoms sound like chapped lips, but again, very difficult to say over the internet from your description.

I forgot to note that my doctor has tried several creams as well as oral antibiotics over the past 5 weeks (to no avail).
