There have been instances of meningitis without fever. But what may be more probable is a migraine headache. A migraine has all these symptoms.
Did you have any infections of the nose or ear ? You should consult your neurologist to confirm a suspected meningitis.

You can start off with a very high fever and by the time you get Meningitis your temperature may be low grade.You may also feel cold to the touch.

When I had viral meningitis I did not have a fever, but I had extreme stiffness, sensitivity to light, sore throat, and severe headaches. These among many other symptoms, of course.
Go to your doctor, in my opinion.
