Wondering if my condition will require surgery?

I have severe lower back pain that radiates down both legs, but seems to be worse in rt leg. When sitting certain ways my legs go numb, feels like a million needles sticking me. I have tried topical compound of lidocain, prilocain and lamictal, as well as norco po. My mri results are as follows:  L5-S1 a left posterolateral protruding disc and spondylosis superimposed on milder broad-based disc bulging. There is moderately severe left foraminal stenosis and mild effacement of the left L5 nerve root. There is mild right foraminal stenosis. At L4-5, there is 1-2 mm annular disc bulging.Will surgery help this or will it be required? Should I be on a lift limit?
