Thank you for your question. There can be several reasons of such symptoms although without being able to examine him I can not offer you the specific advice on diagnosis and treatment that he needs, but I would try to provide you some relevant information about his health concern.
Most likely possibilities of such symptoms are either anxiety disorder or back injury he faced. In anxiety disorder a person may experience all these symptoms that you have mention, even without any underlying disorder and this need to be thoroughly assessed by a psychiatrist first. Another possibility could be nerve impingement due to spine injury that may be still compressing the nerve roots and may be the prime cause of numbness and other neurological symptoms. I would suggest a careful & thorough investigation through a neurologist and cardiologist (since he also has high BP) to reach at probable diagnosis here. In addition, suggest him to rest in a dark & quiet room, meditate, have a balanced diet, regularly exercise and avoid taking unnecessary non prescription drugs.
