9 year old wont sleep

I am tired,I can't seem to get my daughter to sleep in her bed.
My husband works a lot, he needs his sleep.
She makes a fuss almost every night.  
2 nights ago I put her to sleep, spent 1 hour on the bottom bunk.  She fell asleep, then when I left
she was snoring, 5 minutes later she was in my room, telling me she had a stomach ache, I tell her to go to her room. 10 minutes later she comes back to tell me she hears things downstairs.
Sometimes I think she genuinely has fears, sometime I think she wants to cause havoc.
when she has an incentive she can sometimes manage to sleep, sleep-overs with friends is a big one.
what can I do?

She is doing what many children do she knows you will give in to her, it is you not your daughter ha to change the way you deal with this behavior. Why do you spend an hour on the bottom bunk? take her to bed read some stories, then leave the room, yes she wont like it but if you are consistant she will get it, she will say I have a stomach ache , I am thirsty, I am hungry, I am lonely....all those things , if she comes to her room you quietly and firmly tell her to go back to her room, better still your husband does it as he wont be as accomodating as you.If you dont be consistant it will continue for years...
