low hcg levels dropping and suspected ectopic

i am looking for sum glimmer of hope. i took an at home pregnancy test on apr 27th and it was positive i was so excited, i wasn't trying to get pregnant but i was very happy. i went to the dr a week later and did an US and they saw NOTHING! i was so crushed, but the dr told me it may have been too early and i probably have the dates mixed up. they drew blood for the hcg and it read 275 which is low, 48hrs later they did another and this time it read 260 and he told me its either ectopic or the prgnancy is failing. im supposed to do another on fri and im so scared that my levels will keep dropping. i want to be a mummy so bad and this has me crushed. i only have 1 good tube and if its damaged with an ectopic i dont have enough finances for IVF. i dont know what to do or how to feel
