Those are two different values. You can be dilated and have the baby still be high up in your cervix or the baby's head lower but not dilating (sounds almost impossible, but it happened to my cousins wife this past weekend).
The rate at which everything happens is different for everyone. Some women barely change until active labor, so don't count on that as a sign for hour long it will be!

-3 means the baby's head is still further up there.
I have never heard of that either. I know the last time I was checked the doctor told me I wasn't doing anything and that was at my 39 week check.
What does station -3 mean? Sorry to ask a question on yours but I have never heard of that?
