Question about labor

Can you request a c-section because you have panic attacks

That's something you'll want to talk to your OB about, but they do have some meds. They'll put you on oxygen if there's too much stress on baby and their heart rate drops, so that's good.

Can they give you medicine to fight the panic attacks during labor so that you don't harm your health or the babies?

It's not often that you can get an elective c-section. That's generally done only if you have a medical condition that requires it for your safety and the baby's or if you've had a baby/babies via section before. So no.
