Is it HSV?

Approx 5 months ago i recieved unprotected oral and had unprotected vaginal intercourse with a friend whose sexual past i am unaware of. Approx 4 months ago, the skin on the head of my penis and under the head developed redness and had a few bumps and was paining a little bit. When i would wake up in the morning the area would be covered by a white liquidy substance. There was no pain. I showed a GP and he said it was HSV, but because i was unsure i showed a Uroloigist as well as a Dermatoligist, both of them asked me to get a blood test done.
So approx 1 month after the exposure i had an IGG and IGM test done which were both negative for HSV. Also i had a complete Std workup done which was also negative for all stds. The Dermatoligist and Urologist felt it was Candida Balintus and gave me anti fungal tablet Nizral and Zocef to take for 3 weeks. The infection began healing in 3 days and the patch started reducing in size and went away completely in 3 weeks. A small area on my penis head remained very slightly bumpy, the uroligist said that the skin is very sensitive and after healing from Candida the skin was like that and i should not worry about it. Approx 4 months after the first symptoms, i woke up one morning and found the area which was very slightly bumpy to be red again and a few more visible bumps on it. Also under the head i found a patch of skin which was ready and white scaly substance on it. I showed it to my dermatoligist and he felt it was Genital warts or HPV and asked me to take homeopathy or laser it off. Before i could start taking any treatment the area automatically healed within 5 days. I took another Blood Test for all Stds at this point (4 months after previous test) and it came back negative for both IGG and IGM. I am very paranoid about what this is as from whatever i have read it seems like this is a reccuring outbreak of HSV but all my tests are negative.

Welcome to our Forum.  Recurring genital skin lesions are worrisome for being genital herpes but the statistics and your tests suggest that you do not have herpes.  By 4 months over 95% of persons who have acquire genital herpes will have a positve IgG test (IgM tests are a waste of time and money in most instances).  Further, statistcally your lesions were unlikely to be herpes.  The risk of getting HSV from a single exposure is probably less than 1 in 1000 if your partner does not have lesions and most HSV lesions appear within 10-14 ays of exposure, not after longer periods as yours did.  

In answer to your specific questions:
1.  See above.  Most unlikely.
2.  When people have genital herpes the lesions come and go even without therapy so one could mistake the natural resolution of HSV lesions as a response to antifungal therapy.
3.  No
4.  PCR tests are only useful for testing lesions.  If you have a lesion that you want tested, the PCR tests are 3-5 times more sensitive than culture.
5.  Perhaps a fungal infection.  They do recur.  Or some other dermatological problem.

my questions are:

1)Is this HSV and has my body not made antibodies yet at 4-5month mark also i am 25 years old?
2)If it is HSV, would the anti fungal medication work? Or was it HSV and just healed naturally?
3)Is it possible for Genital warts to just heal naturally within 5 days?
4)Should i get a PCR test.
5)What could this be if not HSV or HPV?
