A rare problm:Lack of sensitive skin at the penis neck joint!

I never found any one asking this question or reporting this problem in any forum, so plz help me out!!
When i was of 6yrs, i had very itchy swelling on my penis. its actually on the neck region of my penis inside the thick skin.
so i rubbed against it keeping my hand in the pocket so tht no one noticed it. this resulted in the loss of sensitive skin which is attached to the neck of the penis. this means when i stretch my upper thick skin back, i can see some white spongy, stuff instead of the sensitive skin. now i am 23yrs and facing problem while masterbating as i feel uneasy when the penis gets large the skin pulls back exposing the white spongy stuff and the errection stops and rapidly fades away. sound wierd but its actually true!! some one please help me out with this as i may not be able to do sex freely without condoms. is surgery the only way(if at all it works)?

From what you are telling, I assume that you are uncircumcised, the inner layer of the foreskin right behind the glans of the penis. If you do mean the edge of the glans, that is called corona.

I'm uncertain if you mean the inner layer of the skin just below the corona. If this is the case then there would be the possibility that you need to get used of the sensations in this area. In an uncircumcised male or in my case the inner layer of the foreskin behind the glans, looks sort of ballooned when the foreskin is retracted. This area will change if you get an erection of the penis. The corona and the skin in this area is really sensative.
If this continue to be this way, I recommand that you consult with doctor. They should be able to tell you what is normal and what is not.

I really can't comment on your question. I'm not sure what you mean by the "neck" of your penis, and I'm not sure what the "white, spongy stuff" is to which you're referring.
