Do a search under "Concha bullosa" and see if this makes any sense.
I had polyps in that proximity you mentioned, but in your case it's likely a problem which may have to do with a cyst or a sinus development inside a thin bony plate (middle turbinate).
This causes the enlargement of this bony structure, which presses against the tissues surrounding it, causing discomfort and pain. The larger it becomes, the greater the pain.
You probably need to get a CT scan to finalize a diagnosis and going by the few details in your post, other more obvious causes must have been pursued already, so this would be the next logical step.
Should this actually be the diagnosis indeed, if your
symptoms cannot be managed adequately with medication, then you may need a minor surgical procedure to eliminate the cause.
Talk to your ENT about this possibility.

Is one of the docs you see an ophthalmologist? If not, you should get a referral either from your personal doctor or you may have to go to an optometrist first.
