Sounds like you have some nerve issue if it's squirting. You should go see someone who specialize in nerves. Nerves can cause bad pain and headaches too.

Coming from C2 and C3. I've got it too.
The suboccipital pain (head) is coming from the SCM, traps, and deep neck muscles. I'd try a round of trigger point injections and PT. NSAIDS and possibly muscle relaxant if it gets worse. Also get a chiropractor...just in case.
Hello~I highly recommend seeing a chiropractor; you may have some misplaced or pinched nerves and vertebrae in your neck, in which case, this will certainly cause the symptoms you are having.
