She should see either an oculoplastic surgeon or a pediatric ophthalmologist who specializes in these surgeries. Surgery is delayed usually until the child is a year old as long as it does not interfere with vision and a small brow incision that would hide the scar in the eyebrow is sometimes used. Important to do a scan to make sure there is not an internal component of the dermoid in the orbit and if surgery is done, to make sure it is removed in one piece completely as bursting of the dermoid could lead to severe inflammation.
