Ethics / conflict of interest of health care provider

I have an acquaintance whose mother is at an assisted living facility.  The head of the facility is a nurse who works for the assisted living facility while also the owner of an independent CNA agency.  She is in a position to recommend to assisted living residents that they should hire a CNA for additional support and then offer her CNA agency services.  Is this a conflict-of-interest situation?  Would you consider this to be a violation of nursing or medical care provider ethics?
