I doubt there's cause for concern, but it wouldn't hurt to get it cheked out. And I agree, the woman who did the manicure should be reported.
Actually, Playher, there is little chance for either. And HIV does not live long outside the body on instruments. The blood has to be "fresh." Hepatitis C is much more likely as is lives longer, but still a longshot. But Hep B is more likely. Again, though. The person using the instrument would also have had to have been cut with the instrument, and bled within about a week or so. Plus, even at that, just cause someone could have been nicked on the instrument, doesn't mean they could have bled ON the instrument to get enough blood on there.
Not sure how off base this person is. Though the chances are slim, the CDC's own website lists "Sharing personal care items, such as razors or toothbrushes, that may have come in contact with the blood of an infected person" as a risk for Hepatitis. Also, there are actually many websites claiming though rare, that hepatitis can be spread through manicure.

Regardless, the women who did the manicure should be reported. I would be absolutely livid in your situation as well. What did she do with the instrument when she was done? There is no need to even clip cuticles in the first place. Unfortunately, websites claim that the liquid used cannot kill the hepatitis virus and can live on instruments for 7 days.
I don't mean to scare you, but just get checked out for piece of mind.
