Yes, i went through all the tests including MRI brain and spine, ENT, but doctors say that everything is normal. Can it be due to panic problem, anxiety or muscle spasm in the neck \ shoulders. Whenever i walk; most of the times i feel as if the floor is going up and down. That is when i walk slow or fast and then suddenly stand erect at that time i feel a lot. I feel like standing on a floating object e.g. boat.

Have you had an ENT consult? Sometimes balance problems are related to an inner ear process causing the feelings of dizziness and off-balance issues.
If all other systemic problems have been determined normal, it might be beneficial to attempt this approach.  Considering the affect it is having on your general well-being, it might provide some additional treatment options.
