Hi,
I guess a reaction to general anesthesia could cause headache and dizziness, but I don't think it would cause numbness and tingling sensation in your arm.
Many women who had breast surgery have complained about some type of arm problem which is mostly due to irritation of the nerves during the procedure.
There are steps you can take if this is bothering too much.Ask your doctor whether referral to a therapy specialist who has experience with specific treatments and exercises may improve your situation.
Also Acupuncture could be beneficial.
Best wishes...
