What did the blood work conclude? Hope everything is ok. Let us know.
I had a 17 year old cat with the same problem. I think it is just old age that makes them incontinent. I did not have my cat put down, as I knew he was not in any pain. He died naturally.
If your cat seems well then do not worry, accept that he is having trouble controlling his bladder.

I have a friend who just got back from my Vet with her 17 year old cat who was peeing every where. They took x-rays of the Liver and Kidneys, and a CBC . The Cbc looked normal, he did not test for diabetes and they should have the lab results tonight from his urine. Doc thinks it is just a UTI.
No one can tell you to put your cat to sleep except you, As long as they are eating, and have a good quality of life, which yours has "The Kit stay's in the Picture"
God bless you to have taken such good care of him for him to make it to this ripe old age. His yowling at night might be due to his age, they get confuse-id, just like me at 62. Although I have not begun my yowling stage, LOL.

Keep that Vet appt! There are lots of simple solutions. It's probably just a UTI. In the meantime buy some puppy training pads & some enzyme cleaner to fix the peed area.
I'm sure you love your cat so much. Take him to the vet & let us know what happens. Pamela
