Oh Boy.....This is a real problem...I only had this happen one time when both my girls were going back and forth to the vet each week for checkups,
and my alpha girl was peeing because of the smell on her sister from the vet....I cleaned up with the enzyme cleaners and MewMew stopped marking within a couple of days...
I have read about problems like you are describing, and one solution I did read was to put the kitties in one room with the litter box and not to let them run free through the house until this is cleared up.....
I do wish you the very best in ending this problem...
Have you talked to you vet about what is going on????

If you do ultimately face getting rid of a cat over this, I would suggest getting rid of one of them but not the other, since it is doubtless the combination of the two vying for dominance that is making this happen. That along with deep cleaning with an enzymatic cleaner should make the other one stop feeling both the territorial-marking urge and the pee-by-example urge. I have a set of outdoor cats who will never stop marking because they are always being territorial and trying to move up the ladder to alpha. I can live with it because they don't spray on anything I care about, but I also can't let them come into the house. If I had to have them be indoors, I would have to get rid of one or the other, whoever is instigating the territorial fight.
I can sure understand your frustration...this is not pleasant to live with.
I will try and help....I too have had this issue with one of mine and have so far managed to control further damage.
first of all, the little one that isn't fixed is marking his territory and yes they also pee to do this not just spray, by him peeing your other cats smell this and think its an acceptable place to go....it likely has become worse in the new house b/c other cats lived there before who may or may not have also marked their territory, the odor may have been cleaned good enough for a person to not notice but a cat will.
You said you repeatedly wash all that has been marked, but do you use a special enzyme cleaner made to remove the scent from a cats strong sense of smell???
just soap/bleach/and or vinegar will NOT work...you do need to clean absolutely everything with a good enzyme cleaner. I've used Natures Miracle, Urine Erase and Anti Icky Poo all available a good pet stores...
