They should take her to a vet right away. You just never want to play with something like that. I had a cat who recently died due to Lymphoma. It started out as a lump in her neck which was soft as your described and inititally the vet was not concerned about it. We took blood and the blood work was all normal. A few months later, I noticed the lump getting bigger and took her again. They took blood work and again normal. Two months later, the tumor grew even larger and by this time her blood work was abnormal and they found that other growths had invaded her chest cavity. She lived another month before we had to put her down.
Please have them take her to the vet and get the blood work and insist on x-rays as well. It will cost more but that way they can see if there are other growths. If I had realized Daisy was that sick initially, we might have been able to give her a longer and better quality of life. We did the right thing and took her to the vet as soon as we noticed it, but we did not insist on x-rays which might have helped (although the vet was sure she was fine - just from experience). Maybe not, but I feel like it's something I would do in the future right away rather than waiting for the blood to show something.
I'm not trying to scare anyone, it could just be a fatty tumor - I had a cat once who had them all over and he never developed cancer. But, why risk it?
