7Year old Masturbation

Help!  My 7 and half year old aughter is constatnly masturbating.  She started this when she was just over 1 year old.  She would do it in her high chair and in her car seat.  But now it is out of control.  She is actually doing it at school and she even puts her hands down her pants.  I have tried to talk to her about this - that it is private ect... She says she can't help it.  I do not want her to embarass herself or make other people uncomfortable.  Today I arrived at school early and I saw her in class totally doing it - it was horrible.  She was rocking and had this crazy face.  I actually opened the class door to say "hello" and get her to stop.  She wants to have a sleep over and I am terrified that she may do this in front of a friend or  teach them.  It;s like an ocd behavior she can't stop.  Please help me.  We recently moved from the States to the Middle East and I do not even know where to start with Doc.  I think she needs a mental health Doctor.

I have to agree that if it is indeed  this excessive some help is in order, the fact at 7 that she doesn't realise its inapropiate ,.I am still surprised the teacher in the class didnt stop her , has she any older siblings, other family around, friends ?, . Speak to the doctor

I have was hoping she was not doing it in school.  She told me she wasn't but obviously she lied.  I think they are embarassed  or do not know how to approach me.  I am also embarassed for her adn extrememly uncomfortable.  Do you have a child at home that does this? IIt is not an easy situation to deal with.  In the states tehy said it was normal and she would just"grow" out of it.  She is not and I do not believe this is normal.....

I cant help wondering why the teachers and school are allowing it to happen ?With the kind of excess you describe I think a word with the doctor is in order,
