My 13 year old son gets compulsions to destroy tech, can anybody help?

My son is 13, legally blind with behavioural issues. For the past year he has had periods where he cannot help smash things to pieces; usually phones, ipads, watches, clocks etc. He does this even to his own property. Its usually followed by a period of time where he becomes frenzied and verbally abusive. I used to get mad with him but it did no good so now I'm trying to stay as neutral as possible and simply talk with him. He told me its an urge he can't control but can go no further than that. Really could do with advice or insights.

Could this be out of frustration?  Frustration at being blind, difficulty using the tech or not being able to enjoy it as he would like? How is his communication to express his feelings?  This is like he is having a tantrum?  Lost control?  I would begin talking to him about trying to slow the process down.  Talk to him about what he felt right before the outburst/tech destruction.  What was happening.  And then A. problem solve how to eliminate the trigger and B. problem solve on what he can do to head the outburst/destruction off.  Switch to something else to self soothe instead of going to the destructive behavior.  He CAN do X but he can NOT do Y.  And what about a therapist getting involved?  Especially if he has behavioral issues.  Does he have a diagnosis of anything?
