7 1/2 year old and private parts

My 7.5 year old son showed his private parts to some of his classmates at school. Is this normal? What does it mean? I talked to him, but he had no reason to tell me. He knows that his private parts are PRIVATE and shouldn't be seen or touched by others. He would shout at his 2 year little brother if he by mistake sees him in the bathroom. Then why would he do this in class? Please help me. What shall I do? This is not his first time. What do I tell him and what's the suitable punishment?

Are you sure no other child or person has dont this in front of him , the 'make him a better friend ' makes me think that he has seen others do the same .

Thank u for your replies. There was no teacher at the time my son did this. He later told me that he thinks that his friends would be "closer to him" after what he had done. He saw his cousin of the same age to this 2 years ago (his cousin was 6). what i badly want to know is "what would make him think that showing his private parts will make him a better friend"? I hope this action is only "curiosity" and not a more serious thing..

Children have a sense about sexuality, even if they don't know much about it. Simply the fact that it's "private" is enough to tell them that there is something forbidden, and they will out of natural curiosity want to figure out why. When I was six, the next door neighbour boy and I showed each other our "parts", I don't think it was abnormal, just childish curiosity.

so in class he was the only one who did this out of the blue? what did his teacher say , Did you ask him why he did it, and has he seen anyone else do that ...I think a talking to , telling him its not a good thing to show them will be enough be firm , at 7 he is old enough to know its not allowed .
