Seven year old boy sleeping with Step Grandfather

My fiance has custody of her 7 year old son. She stop letting her son visit with her ex's stepfather when she found out he was having pee races and showers with the child in his boxers. The step father made the father take her to court to get visitation rights. The court was told about the incidents and stated "that is another matter" and not for the visitation hearings. We filed complaints with the abuse line and they said nothing they could do if the child is not reporting "nothing done"

The step grand father still continues to sleep in the bed with the child. We have told the child this is not proper, told the father and the step grand father. But he still does it.

What can we do?

If your fiance has custody I am uncertain why she cannot bring this to the attention of the authorites I am assuming that he has his own bedroom at his mothers house, and sleeps alone .so he sleeps at his Dad's house with the step father, this is a little confusing, why does'nt the child's mom stop the visitations until the matter is relolved ?
