Mine is on my palms, not the fingertips.
The redness occurs when your using your hands and blood is forced into the veins with compression. It's also affected by the climate, and is worse in the heat then in the cold.
Since you do not have liver disease this is a normal occurance.

Have you asked a doctor? What was their opinion? Have you been diagnosed with cirrhosis?
Mine is a constant. Has been like that for years although sometimes more noticeable than others
Though the redness is generally in the bottom half of the palms

Mine is not like this. I do not remember it stayed longer than minutes.
I have palmar erythrmea and it shows up as red speckles. Mine comes and goes but I think as your liver gets worse it doesn't go away. When I have it, the red sticks around for a few days and then goes away only to come back later. You can see pics on Google images.
