Big white and red bump on arm! Help!

Hello, if someone could give me some help with this I would really appreciate it.

For three weeks now, I've had this big red bump on my left arm, right on the inner elbow. It's raised and non-scaly and about 6mm long. It's growing at quite a fast pace. The raised part is white with a red ring on the outside. It feels like there's something hard inside it, but when I tried popping it a few days ago all that came out was some clear liquid and blood. It's not painful at all, or itchy. Due to the place where it is, the inner crook of my elbow, I don't think it's skin cancer - that part of my body doesn't normally see that much sun - but I don't want to rule it out and make a mistake.

I'm also out of my home country right now so seeing a doctor isn't an option unless it's an absolute emergency.

Thanks very much in advance.

this could be a tick bite, and a symptom of lyme disease.  Get to a Dr. Asap
