Bumps on pennis glans & several very minute ones on the bottom of scrotum

I'm a 39 year man.My problem is in 2009, one lady did oral sex on my pennis for 20 min. Later after a day i noticed two or three very small skin colored bumps on the head of the pennis.It didnt hurt or itch.I never had any outside sex like this before.Also i never watched my pennis so close to check for bumps.This lady had throat pain for some time which she told me after 2 days of this incident. I checked in the websites for the possible reasons for my bumps.Later that year i met with a dermatologist, he checked the bumps and gave me fungal cream due to my worry.I applied it for 2 weeks as told but it got worse.I started having burning sensation with the cream.I stopped the cream and it became ok but bumps still there.These bumps seems to be inside the glan skin.Before it was only on the left side of the glan but now it is on the right side too.Is it an std???My small son (5 yrs old) have dermititis and i used to sleep with him these days in 2009.
Another issue is that i started to have skin tag like very small growth on the scrotum.Around 6 to 8 are there on the scrotum(brown colored but not growing).Is it HPV? Warts?
On the bottom part of the scrotum,if the skin is extended then i can see very very minute hundreds of safety pin tip size pimples.it's only on the bottom part of the scrotum.No itching.What is this doctor?Earlier it was on the very bottom part but now it's slowly coming up.What is these things.I was diagnosed with diabetis in 2009 & my latest sugar HBA1C result is 7.9% ,(Normal is -6.1).
In 2010 when i visited an humid country,i had severe itching in the bottom part of the scrotum due to excessive sweating.It got cleared after appling candida powder.In 2011 i showed again this pennis head bumps to the same dermatologist but he told it could be sebaceous galnd.I didnt tell him abt the oral sex in 2009.Now it's been 3 years and i havent done any std tests.Routine urine test & culture done but bacteria found.
So now i have three issues
1. Bumps on pennis head which slowly excalates for these 3 years ( Now may be 20 are there)
2. Skin tag like growth on scrotum.
3. Very Very minute unnoticable pimples on bottom part of scrotum which seems to be excalating.
4. Recently one reddish pimple came on the pennis head and gone after 1 day leaving behind a round skin worn out like mark.

Doc,
Contradictory to what I mentioned earlier,urine culture was clean and no bacteria or fungus found.I dont have itchig or secretions.When I wash the pennis the bumps disappears and comes back after i wipe out the water.Now i stopped washing the glans with soap & the number of bumps reduced.
Is this because of the use of condoms? or is it dermititis?

Hello,
Without examination, confirmation of a diagnosis is tough but the bumps on penis and scrotum can be molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection). The small bump which has left a mark can be an infected hair follicle.

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
