What looks like mosquito bites but aren't.

I'm 18 years old and my skin is sensitive, it always has been. Recently I have noticed little bumps on my legs and right under my buttox. That's the only places. But mostly around the back if my knees, around my ankles, right below my butt, and the inside of my thighs This seems to only happen in the fall and winter when I start wearing pants. These bumps look like they could be mosquito bites, but I haven't been bitten. They don't go away for a few days sometimes a week and after a while they get small scabs in the middle of them. I've looked around and talked to people and they advice that its from heat. Any advice? Thanks in advance!
