Male Genital Redness

Hello,
About a month ago I noticed red bumps on the side of my scrotum and they also started to appear in my inner thigh as well.  I used hydrocortisone cream and it the bumps seemed to get better but what I'm left with now is my entire scrotum and penis are red and a bit sensitive to touch.  It's not alot of pain and no itching at all and I have no raised bumps or rash.  The skin has just turned red.  STD tests are negative and I went to 2 primary doctors who both said it was a yeast infection and prescribed anti fungal cream.  I've been using the cream for 3 weeks and it has had no effect on healing this.  I'm wondering if I had a reaction to the hydrocortisone cream?    Would tacrolimus ointment work better?  My next doctor appt is with a dermatologist and not a primary care physician.  Thanks!
