How to identify the chronic paronychia or chronic eczema on the finger?

I have chronic paronychia or chronic eczema on my two thumbs. There is no pain and itch but skin under the nail and around the finger peels off. When soaking the thumb into the water, the skin turns to white. It has been for two years. In the past I soaked my hand into the dishwashing liquid without a glove. Then I noticed the skin was very dry and flaky as well as after the shower. I have got two diagnoses, the chronic paronychia and chronic eczema. Can you tell how to identify the chronic paronychia or chronic eczema on the finger? What topical medications are effective for the chronic paronychia and/or chronic eczema? Is it correct the topical antifungal medications are for the chronic paronychia but the steroid medications for the chronic eczema?

The history and features fit in with paronychia, and a clotrimazole creme should do.
