I have a strange rash on my inner thigh that does not itch.

I noticed it because the skin was slightly raised. It looked like a ring of red skin bumps. It has never itched or been scaly, and it never had a "target." I first noticed it on February 28, 2018. Dead winter where I live, so a tick bite seems unlikely?

It has grown bigger in diameter and is no longer a red ring, but a horseshoe shape. Still bumps, still not itchy or scaly. It doesn't hurt and no new patches have occurred.

I am the type to assume the worst ( lymphoma, lyme, previously unknown flesh eating disease.) Any ideas? Thank you.

I wouldn't assume the worse at all- rashes happen to everyone and it's pretty common that you don't really know the cause.  It's a good sign that it doesn't itch, but since it's growing- just head into your doctor so you can get an accurate diagnosis.  We can't give you that here based on a brief post- someone needs to look at you in person and gather more of your medical history to be accurate.  You need the peace of mind, especially if you are going to worse possible scenario- so get to the doctor and let us know how you are doing.
