Peeling lips and more

Hello. I don't know for how long I have been having this problem. I think since I was 15. Now I'm 20 years old. My problem is that my lips are peeling almost on a daily basis. I tried all kind of balms (Blistex Med Plus, Burt's Bees) and they all help just temporarily. When I applied the balm for about 2-3 days, my lips completely healed but after just a few hours of not using the balm, my lip skin started to peel. It doesn't stop with peeling though. My lips then become very dry, flaky, and painfull. I've been taking vitamin B2 for 7 days - didn't help. I also tried to drink 2+ litres of water for one month - didn't help. Then I visited a dermatologist a week ago. She told me that it can be psoriasis on my lips, because I have it on my scalp. So she prescribed me some ointment with antibiotics. If I use that ointment every time, my lips eventually heal but if I don't use it for about a few hours my lips will start to peel again and the whole process will repeat (peeling --> flaky skin --> cracking --> very painfull). I'm desperate, any ideas ? :)

Betacarotene, Zinc supplements orally could be great help. Photo-protecting lip cremes are required for some. Do consult your doc.
