I need help with my new tattoo

So I got a tattoo its a taurus,with red ink,and its my first one ever. It has been 20 days (may 10 the day I got the tattoo) and it still hasnt heal. It started with my tattoo looked like it was coming off then it did but the ink was still in my skin so I still had the tattoo now I thought it was all healed but the next day I noticed growing bumps around my tattoo which I ignored and kept washing my tattoo two-theee times a day with anti bacterial soap then it got worse where my tattoo was just skinless?? You can literally see the top layer of my skin was just gone and it started creating this tiny holes in my tattoo where there was still this “top layer” skin the transparent one. What should I do? I dont wanna consult a dermatologist because I really dont have the means right now. And yes I got the tattoo in a very clean place,all sterelized needle (I saw the artist open it and put it in the machine)
