Rash, lesions, wrinkled skin on penis PLEASE HELP

Around 6 months ago, out of the blue, I started developing an itch on my groin area, accompanied by a slight rash. This was immediately following a festival in my area which I had slept with a girl there so I automatically assumed an STD. I went in and got myself checked and all the tests came back negative, they said it definitely wasn't an STD and to simply put some hydrocortisone on the area over the next few days and it would be gone.
Great! I was very relieved but the rash didn't go away, it only got worse. Over the next few months there was periods of when it would get very bad and the area proximal to the head of my penis would become inflamed and lots of lesions would develop.
When this inflammation first occurred I went to urgent care and they prescribed me with prednisone and this all but cured the problem aside from a very tiny portion of it, then it came back. Since then I've seen a few other doctors as well as one idiot dermatologist who decided my acne was more important than the problem I came in for and wouldn't even examine me.
I've been tried many medications as well as lotions, including prednisone (this was the only thing that affected it at all), doxycycline (as well as another type of antibiotic), hydrocortisone cream, vitamin E lotion, aveeno, lubriderm, as well as 'do nothing' periods. I've tried to single out a possible food allergy but have found nothing that seems like a definitive culprit. I've changed my soaps to mild ones, changes my detergents, changed my bedsheets, had blood tests, and been treated for scabies. All I'm doing now is moisturizing it with aveeno daily moisturizer a couple times daily and after bathing, as well as continuing trying to find some type of food allergy but have found NOTHING, and I've had no history of allergies in the past (though I know these can develop over time)

What it basically looks like is a red rash on random areas on the head of my penis and the skin area below it, not so much on my shaft, accompanied by raised red lesions which sometimes develop sort of a scab on the top of them, sometimes not. The only time lesions develop on my the shaft is when I scratch that area (which I have completely stopped doing). Also, my penis head looks very wrinkled for lack of a better word.
Also, the rash seems to move around a lot, currently it is almost completely on the head of my penis, and there is a little line of these lesions in a line going up to the tip of my penis, these almost all have the scabby top on them as well. The wrinkled head though, is something that rarely ever changes. There are times when it gets worse and there are times when it gets better also, currently it is not as bad as it has been (as shown in the picture), but any TRACE of this is terrible in my opinion.

I'm trying to find a better dermatologist in my area but I live in a very small community and there are very few. PLEASE HELP! ANY ADVICE WOULD BE GREATLY APPRECIATED, this problem has been driving me crazy for many months and I've been avoiding sexual contact because of it, and I'm beyond desperate. Many of the doctors have said it could be other things as well as eczema is this what you guys think it is too? And if so, do you think it will EVER go away???
PLEASE HELP ME.

Hi there... I know this post is some years old now, but it popped up in my Google search as it appears to be exactly the problem I am currently suffering from!

It started about a month ago, and basically involves every detail you described. Some days it looks terrible, and others it seems to be better - but yes, ALWAYS with the wrinkles!

As yet I haven't been to a doctor, as I am living abroad, do not speak the language very well, and am not convinced the problem is serious. I am a little worried about STDs, as I have had a few encounters recently which have lacked the necessary precautions. I am, however, encouraged by the fact that you tested negative.

Did you ever receive a correct diagnosis? Did you manage to find a successful treatment? Any advice would be gratefully received... More so that I can put into words.

From your symptoms of scabby lesions and your history of STD’s being ruled out, scabies needs to be ruled out as well. Scabies is a contagious  skin infection caused by a parasite – the mite, which burrows under the host’s skin and causes intense allergic itching. It is transmitted from objects or beddings, but more with direct skin- to – skin contact.

It is characterized by intense itching, usually at night and by small insect-type bites lesions on the skin. Diagnosis of scabies is made by scraping the skin and viewing the material under a microscope to see the characteristic mite or eggs.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
