Unknown Red, Painless, Itchless Red Areas on Penis Shaft That Get Redder When Wet

Hello All,

I'm a 32 year old circumcised male. About a week, I pull my pants down for my girl and my penis had this large, almost blood red looking area of skin around the shaft near my tip and and going left. It looked liked a bleeding rash, but when I touched it, no blood. I should also note that it had pieces of dried up skin on the edges. When I would get it wet or wash it with soap, it would get even more red. What suprised me the most, though, is there was no pain, no inflammation, no bumps, no itching. Nothing. Just redness. That's it. That's literally it. Over this past week, it has gone down from that huge patch of blood red rash to just a red spot under the rim of the left side of my tip and a thin, red line on the left of my shaft. Barely can see it...again, unless I get it wet with water or my soap.

I can't find anything online that matches my symptoms. What was this thing?? And why does it get so angry red when it gets wet??

Only activities that I can say caused this were running in dirty running gear (2 days in sweaty, already worn Army PTs) and sex.
