For the first 3 questions, the answer is no. In terms of how long, I don't really know, although I just 'noticed' it recently. They kind of look like flatwarts, but 'blend' in with the color of the skin. It could be over the last 3 years (because that is when I noticed I seemed to get more 'brown' spots).
As for the brown spots -- they seem to basically appear 'red' first, almost like a pin ***** but underneath the skin, and then about 1-2 weeks later seem to turn into brown spots. That seems to have been happening over the last 3 years. Any idea what that is, and how to stop it?

Are they itchy or scaly?
Do they weep or crust?
For how long have you been having these?
Differentials for this will be an allergic reaction, a dermatitis, a sweat rash, a fungal infection. A sweat rash may present with some redness and a burning sensation. They may present as a multitude of red bumps over the affected area. Covered areas and areas usually covered in sweat may be affected with miliaria or sweat rash. A dermatitis or a fungal infection may be itchy and they may also excoriate. These type of rash usually are reddish in color and they may persist and recur given the right triggers.
