What are these Black dots on face that turns into scabs?Those scabs are spreading.

Hello, i am month 5 in my TSW(Topical steroid withdrawl).I was applying TS coz i had contact dermatits due to something in water n that involved only redness.But my problem started even before i quit TS(topical steroids).At first i got some black dots on my left cheek just under my eye.Then after 2 months some balck dots appeared on same place but on right cheek.After i stopd Ts slowly these black dots turned brown yellow n became like scabs and started growing in area on both cheeks.Now my question is: Are these dots or scabs a consequence of tsw or any infection(i cn include pics if needed). Thank you!
