What is causing the pinhead-sized red dots under the surface of my skin?

I commonly get pinhead-sized red dots under the surface of my skin. I have gotten several on my stomach, arms, and chest at different times. They are not pimples or bumps as the surface of my skin is smooth. The red dots look like blood dots under my skin. They usually appear when I am very stressed or having elevated levels of anxiety. Sometimes I notice them appear right after I have had a rash over that area. I do break out in rashes when I'm very stressed and having racing thoughts. I also get dizzy and lightheaded during these stressful periods as well. Is it possible for stress to cause the small capillaries under my skin to break?

The dots look like petechiae dots, but there are only several that manifest at a time in one area. Think about 3-10 dots at a time, in one place. Pressing on the skin does not turn the dots lighter, or whitish at all. I have not had any injuries, vomiting, or coughing.

I'd like to add that this happens wherever I am whether it be at home or in public when I get very stressed, so I don't believe it's an allergic reaction as I'm not using any product or around any of my allergens when this occurs. I do have seasonal allergies to dust, pollen, grass, ect., but this generally happens when I am indoors and haven't had much exposure to any of those most of the day.

I included a picture of the red pinpoint dots that popped up tonight while I was sitting on my couch having anxiety issues. Around the tiny red dots, you can see a large itchy rash on my right forearm. The dots were there before I started scratching.

Thank you for your help. As I mentioned in the description, the dots actually appeared before I ever started scratching. Also, I've gotten the dots before when I had no rash at all and no itchiness.

This is not petechiae dots, this is a common rash due to scratching. I suggest you wash it with organic soap to avoid further skin irritation and to promote fast healing.
