Wierd Skin Problem

Ive noticed that on the underside of my left leg, near my groin, there is something happening and i was wondering what it was and how to get rid of it.
I added a photo of it.

The shaved part of the photo is where it is at. I shaved it to make the picture clearer.
The section that appears to have a bump, is not actually a bump. The best way i can explain it is that the skin is just bunched up there. If i put my finger where the bump is, there is a small indent and it feels almost like a sac only partially filled with fluid. Going up my leg, which is hard to see in this picture there is what i can best describe as welt like lines that come from this bump/hole. It doesn't hurt all the time, but when i run or walk for an extended period of time it gets irritated and can become sore and extremely bothersome. The area isn't swollen and doesn't swell when irritated to the best of my knowledge.

May be a venous varicosity, congenital but seen clearly now.Do consult your doc.

Also you can kind of see one of these welt like lines im talking about directly above the bump.

Ive looked at multiple pictures of sebaceous cysts and im pretty certain that thats not what it is. Like i said it only appears to be a bump, when you touch it its actually a very small indent but the skin is "pinched together" where it is making it look like a bump. Also would this explain the welt like lines that protrude from it up my leg for about 5 inches?

Not sure but could be a sebaceous cyst.
